Couple indicted for teen’s rape

LAUREL COUNTY, Ky. — A Laurel woman and her boyfriend were indicted for offenses against a now-pregnant teenage girl and for trying to hide their involvement in the incident.

Franklin D. Brown, 45, and Joyce A. Blanton, 35, both of 298 Cornett Subdivision Road in London, were charged with rape and complicity to commit rape, respectively, against a mentally disabled 13-year-old girl. The offenses reportedly occurred on three occasions in September of last year, resulting in the girl’s pregnancy.

The couple was arrested on May 7 after  someone contacted the Cabinet for Families and Children’s office regarding the status of the teenage girl. According to the arrest report filed by Detective Stacy Anderkin, Brown had sex with the teenage girl, who became pregnant. Blanton was aware of the situation but failed to seek any type of prenatal care for the girl and admitted that she planned to claim the baby as her own child after it was born.

Blanton is charged with complicity to commit rape for knowing of the situation and failing to report it to authorities. The teenager is reportedly mildly mentally challenged, according to Anderkin’s report.

Brown is charged in the indictment with three counts of first-degree rape, while Blanton is charged with three counts of first-degree complicity to commit rape. Both are being held in the Laurel County Detention Center under a $10,000 cash bond each. They are scheduled for a pretrial conference in Laurel Circuit Court on Aug. 16.
