Couple charged with rape

LAUREL COUNTY, Ky. — A Laurel woman is set for a preliminary hearing on Tuesday and her boyfriend set for an arraignment hearing on Friday for the rape of a teenager.

Joyce Blanton, 35, of Cornett Subdivision Road in London, faces charges of complicity to commit first-degree rape. Her boyfriend, 45-year-old Franklin D. Brown, was arrested on Wednesday.

According to the arrest report filed by Laurel County Sheriff’s Detective Stacy Anderkin, a report of a pregnant 13-year-old girl sent detectives and social workers to Blanton’s home on May 3. The child, who is actually 14, and has some mental challenges, is 7 1/2 months pregnant.

Anderkin’s report states Blanton learned of the pregnancy several months ago and knew the pregnancy was the result of her boyfriend having sex with the then-13-year-old girl. Blanton told investigators  she was going to claim to be the child’s biological mother after the baby was born, although she allegedly admitted the pregnant teen had not received any type of prenatal care.

Brown, who lists addresses of Cornett Subdivision in London and 135 Osborne Lane in Williamsburg, was arrested on Wednesday and charged with three counts of first-degree rape. First-degree rape is a Class B felony that carries a 10 to 20 year sentence.

The child was removed from Blanton’s home following the investigation and was placed with another family member.

Blanton was arraigned in Laurel District Court on Wednesday and is held under a $50,000 cash bond. Brown is scheduled for an arraignment on Friday morning. Both remain in the Laurel County Detention Center.
