Falsely reported kidnapping leads to arrests

Drugs found in 9-1-1 caller’s home

LAUREL COUNTY, Ky. — An alleged 9-1-1 call about a kidnapping during Sunday events at the World Chicken Festival led London Police officers to an East Bernstadt residence where narcotics were found.  Arrests were made at the residence but the report of a kidnapping could not be substaniated.

Couch was arrested and charged with a warrant for second-degree forgery and theft by unlawful taking.

Mullins was arrested and charged with first- and second-degree possession of a controlled substance, drug paraphernalia and tampering with physical evidence.

Colwell herself was arrested and charged with a warrant for second-degree forgery.

A third party call was made to the London-Laurel County 9-1-1 Dispatch Center around 10:30 p.m. alleging Colwell, 26, of 1956 Hazel Patch Road in East Bernstadt had been kidnapped.  The unknown caller reported Colwell had attended the World Chicken Festival, but at 10 p.m. they received a call from someone who said they had Colwell and they wanted money.

Police Chief Stewart Walker, Detective Joe Smith, Sgt. Daniel Robinson and Officer William Goins sought to identify the 9-1-1 caller and contacted possible witnesses.

Minutes after midnight, officers were able to locate Colwell, the alleged victim.  She was found at the residence of Shelby Don Mullins, 55, of 121 Hwy. 30 in East Bernstadt, along with the original 9-1-1 caller, Couch, 32, of 115 Oak Street.  Through further investigation at the Mullins’ residence, officers located narcotics.

The London Police Department was assisted by Kentucky State Police Sgt. Steve Walker.  The investigation is ongoing by the London Police Department.
