Man exposes himself at lake

LAUREL COUNTY, Ky. — Setting out to “have a good time” ended with a Manchester man being jailed for sexual offenses.

R.B. Mitchell, 58, of South Ky. 421 in Manchester, admitted to Sheriff’s Deputy Larry Parrott that he approached a woman at the parking lot at the Spillway on Laurel Lake Road, 17 miles west of London, on Tuesday evening and made inappropriate advances to her.

The victim, who was accompanied to the popular recreational spot with four children, said she and a 14-year-old child were in the parking lot when Mitchell pulled up in a car just after 7 p.m. Although she did not know the man, she told police that the man grabbed her inappropriately and made several sexually offensive remarks. To clarify his intentions, Mitchell then exposed his genitals to the woman and in front of the teenager.

The woman told Mitchell that she had a weapon and advised him to retreat, which he did -- to another corner of the Spillway parking lot, where Parrott found him after the woman called police.

Mitchell is now held in the Laurel Detention Center on charges of third-degree sexual abuse and second-degree indecent exposure on a $1,000 cash bond. A hearing is scheduled for Tuesday, July 23 in Laurel District Court.

Disturbance created by drunken caller

A disturbance call on Robinson Creek Road on Tuesday night flip-flopped on the man who placed the call, with the man now facing legal charges.

Roy J. Rosan, 51, of Robinson Creek Road in Corbin, 10 miles south of London, called police around 10:30 p.m. to report that his nephew had beaten him up.

But when Laurel Sheriff’s Deputy Josh Scott and Deputy Larry Parrott arrived at the scene, they learned from family members that Rosan was the one causing the problems, due to being intoxicated. Rosan, in the meantime, was found hiding in a briar thicket behind the house, and was placed under arrest for alcohol intoxication in a public place and falsely reporting an incident. He was lodged in the Laurel Detention Center following his arrest.
