Greer, Hanson win asphalt bids

LAUREL COUNTY, Ky. — The county’s asphalt for the coming year will be supplied by Elmo Greer & Sons, who underbid Hinkle Contracting Company.

Magistrates voted unanimously to accept the bids for asphalt, rock, pipe, fuel and chip-n-seal during last week’s regular monthly meeting. Greers underbid Hinkle by as much as $12.75 per ton for virgin asphalt binder and $6.90 per ton for virgin asphalt surface. Hinkle did not submit a bid for the other two categories in the “In-Place Asphalt Mix” for recycled surface and binder asphalt, leaving Greers as the lowest bid of $68 per ton for surface virgin asphalt and $62 per ton for virgin asphalt binder. The recycled surface asphalt went for $66 per ton while the recycled virgin binder was accepted at $60 per ton.

Hinkle did underbid Greers in the virgin asphalt binder and surface by 85 cents and $1, respectively, as well as offering tack oil at $2.25 per gallon to Greers’ $2.75. But Hinkle did not submit a bid for recycled asphalt mix for surface and binder, which threw that bid to Greers. Nor did Hinkle submit a bid for cold mix per ton, leaving Greers to take that bid of $83 as well. Greers’ was the sole bidder for chip-n-seal, which was accepted at $4.10 per square yard.

Hinkle was also the loser in bidding for supplying the county’s rock. Instead, Hanson Aggregates won the bid for limestone rock to be delivered, picked up and spread. Hanson underbid Hinkle by $4.79 for limestone delivery to the county road department, by $9.06 for the limestone to be picked at the quarry, and $3.79 for limestone rock spread in place on county roads.

Foster Supply won over Benge Farm Supply for the steel and plastic pipe bids, as well as being the sole bidder for concrete tile.

Lykins Oil was the sole bidder for the county’s fuel supplier, submitting a bid of $3.26 per gallon for 87 octane unleaded gas, $3.11 for high sulfur off road diesel and $3.37 for low sulfur diesel. This bid also includes furnishing of three 2,000 gallon above-ground tanks and three fuel pumps for fuel.
