LAUREL COUNTY, Ky. —
A recently hired medical staff employee at the Laurel County Detention Center has been charged with second-degree sexual abuse.
Rondal Steven Reynolds, 24, of Stearns, Ky., is accused of making inappropriate behaviors and/or comments to at least seven jail inmates during his brief period of employment with medical contractor, Southern Health Partners. He was arrested on Tuesday.
The situation came to light through the jail’s automated telephone notification system, which was implemented shortly after current Jailer Jamie Mosley took office in Jan. 2011. This system allows inmates who have been the victim of sexual threats or assaults to report incidents quickly.
In this case, the victim called 9-1-1 from a jail cell, was sent to a hotline and referred back to 9-1-1. Reynolds reportedly made sexually explicit comments to seven different inmates. This particular incident occurred around 11 p.m. on Oct. 27 and was reported an hour later — after midnight on Oct. 28.
Southern Health Partners is contracted to provide medical services for inmates. Reynolds had been employed with the company for less than 30 days when the incident was reported to officials.
Second-degree sexual abuse is a Class A misdemeanor and carries a maximum penalty of a $10,000 fine and up to nine months in jail. Because the victims in this case were incarcerated, the charge increases from third-degree to second-degree, which carries a stiffer penalty than third-degree.
London Police Department and Laurel County Jailer Jamie Mosley are working together on the investigation which is being headed by London Police Detective Stacy Anderkin. Sgt. Eric Wilkerson was the first to respond to the complaint. Anderkin, who investigates cases involving sexual abuse, became involved when the details of the case became known.
Lt. Rodney Gay with the Laurel County Detention Center is also working with Anderkin in the investigation which may include more victims.
