Phelps’ trial date set for Feb. 4

LAUREL COUNTY, Ky. — A former school administrator charged with sex-related offenses is set for a February trial.

Charles Douglas Phelps, 52, of London, is scheduled for a jury trial in Laurel Circuit Court on Feb. 4. He is charged with three counts of first-degree sexual abuse and two counts of third-degree unlawful transaction with a minor.

Phelps was indicted in January of this year after being suspended from his position as director of pupil personnel in late November 2011 when the allegations surfaced that he had had sexual contact with two juvenile females earlier that month.

The indictment states Phelps reportedly gave alcohol to a 14-year-old girl who was exposed to sexual contact on Nov. 3 and Nov. 5 last year. Another 17-year-old girl was also allegedly exposed to sexual contact on Nov. 5 as well.

Phelps turned himself in at the Laurel County Detention Center three days after the indictment was returned in January. A $15,000 cash bond was posted and he was released within 30 minutes after reporting to the jail, with restrictions of having no contact with the alleged victims.

Phelps was hired as a teacher in the Laurel County School System in 1989 until his promotion to the director of pupil personnel in 2002 and his release in early 2012.
