Help for child support: Jailer proposes program for offenders

LAUREL COUNTY, Ky. — When child support payments get behind, the non-custodial parent(s) can often face indictment and even jail time if they fail to make regular payments.

But while the question of how an incarcerated parent can possibly make child support payments still looms, Laurel County Jailer Jamie Mosley has a possible solution.

“I have a proposal that I will be presenting to the county attorney in the next couple of weeks and then after the first of the year, we are going to present it to the county judge,” Mosley said.

The proposal is three-fold: first, it will generate funds for back child support; second, it will alleviate the jail population through a work program; and third, it will benefit local businesses.

“My proposal is to work with area businesses (to get a job) for those people who are behind in their child support. They will be able to pay their jail housing fees and the other money would be paid on their child support to make sure those children get what they need,” Mosley said.

The proposal is something Mosley said he had devised in answer to the common question of how a person can pay child support if they are incarcerated.

“They can’t,” Mosley said. “But if they can work and pay on it, it will be that much they can knock off their arrearages.”

Mosley used an example of a person who was sentenced to serve 170 days in jail due to back child support. If Mosley can garner the support he needs for his proposal, the inmate could work and pay the balance down within perhaps 60 to 90 days.

“I have been contacting businesses to see about putting these people to work and shortening their jail time,” Mosley said. “And some people might work themselves into a permanent job.”
