Court sets new rules for fund requests

LAUREL COUNTY, Ky. — Local organizations requesting funding from the Laurel County Fiscal Court will have to submit a more detailed application than in the past.

The four magistrates present for Thursday night’s regular monthly meeting unanimously approved Resolution 2013-01 Local Organizational Support which is required by the Kentucky State Auditor’s Office.

Laurel County Judge Executive David Westerfield said the county provides funds to several local organizations each year. In 2012, there were nine organizations who were granted financial assistance from the court.

Westerfield said those nine did not include the area fire departments who also receive money from the county government.

But those organizations requesting money from the fiscal court will now have to submit a more detailed application that includes a financial statement, a copy of their budget for the upcoming year, detailed explanation of why the money is needed, receipts of expenditures for the money received and a list of board members and officers. Any organization planning to request money must submit their application by March 15 of each year.

Deputy Judge Executive Rick Brewer said the fiscal court had always used an application process for organizations requesting funds that included the same information included in Resolution 2013-01’s Local Organizational Support. However, the Resolution passed Thursday night from the state auditor will make all documents required for the application process.

The resolution was passed by the four magistrates present — Teddy Benge, Jeff Book, Noah Baker and Billy Oakley. Magistrates Danny Smith and Roy Crawford were not present.

Laurel County Clerk Dean Johnson addressed the court concerning the excess fees his office had collected during the calendar year 2012. Those fees, which he said had already been presented to the county treasurer, totaled $348,967.64 and represent 90 percent of the total fees collected.

Johnson said the state auditor’s office had completed their inventory audit of his office and noted no discrepancies.

Also discussed was adding Walt Road to the county road system, with Westerfield stating they will advertise for a public hearing next week.
