Following the proposed plea agreement, Laurel Circuit Court Judge Greg Lay sentenced Donald Ray McNeeley to 12 years in prison Tuesday for having sex with his stepdaughters.
McNeeley, 63, who was indicted in Aug. 2007 on multiple counts of rape, incest and sodomy, pleaded guilty in March to three counts of incest and one count of first-degree sexual abuse.
McNeeley received the maximum sentence -- 10 years -- on each of the incest charges and 2 years for the sexual abuse. Assistant Commonwealth’s Attorney Harold Dyche said McNeeley will serve the incest sentences concurrently, meaning for each day he is in prison, he receives credit toward each sentence. However, the sexual abuse sentence will be served consecutively.
McNeeley was arrested in Aug. 2007 by Kentucky State Police Sgt. Steve Walker, who was called to investigate a complaint by a 17-year-old girl that McNeeley had forced her to have sex with him.
Walker said the girl was able to escape from McNeeley and ran to a neighbor’s home to get help.
The girl told police McNeeley followed her in his pick-up truck trying to get her to return home with him. However, she refused, calling 9-1-1 after reaching the neighbor’s home.
The girl gave Walker a description of the truck. Police found the truck and McNeeley later that day on KY 3434.
“Donald McNeeley was found wearing only his underwear and was very intoxicated at the time of his arrest,” Walker noted in the arrest report.
